Middle Eastern man cheats by exchanging notes(money) with victims. Is it a spell?/illusion?/fast move?or what?

This method of cheating is usually carried out by Middle Eastern man. They exchange notes with you. After they left, you discovered that you have been short changed. How do they do it? If you stay highly alert, can they still succeed?

First thing - cheater are every where (thats why every countries penal code have a section on cheating). Now about this person, yes there are very dextrous and this could be fast move (even illusion is fast move only) or just our ignorance that we are unable to apprehend it.

By the way should I ask why some one should go to a person on street when there are so many banks and exchange house that provide exchange facility.
