For a smoother, closer shave: against. However, you're more likely to get ingrown hairs and itchy bumps.

Shaving in the direction of hair growth might not make you itch liek crazy, but it's not the best looking shave.

i would go in for a waxing, leaves it smooth, but if not Wal-mart sells special razors for shaving your bikini line.

Against is close... but OUCH... you will get razor burn and bumps.
With isn't as close but far less painful.
