Do a search for the music files that are already in the games directory. Then add your music to that same directory.

Go to My Documents, then GTA San Andreas User Files,
then go to User Tracks...There you can copy the tracks you
want only in mp3 format!
(If you want to hear your tracks in-game,I mean in discos or your
wardrobe for example, make shortcuts of them in User Tracks
among the real mp3 songs.)
Then launch the game & go to options, set user tracks' volume,
then go to User tracks adjust & scan your songs, then set
the playing mode in Radio mode.'Cause it's the best way to
hear them & you can skip them too & skip the commercials!
