That would be an easier question if you were asking that of the '70s which I consider to be the lame decade. The '90s was an incredible decade which I rate 2nd in the entire rock era (I rate the '60s first). When you have an incredible decade like the '90s there too many absolutely great songs and it's hard to pick. Here's a few I rate 10 out of 10:
