What is the best way to find your birth parents? Local city governement in birth city? Social Services?

Please tell me if you have done this yourself, method of finding them and what has happened when you finally found you Mom or Dad.

I have never found my parents but its a long story, but
anyway along the way I had gotten a letter to go to Social Security
so sure enough I did. They sent me a 6 page of names that did
match my mother.It just so happened the one that could have been my mom was deceased.So I just quit looking.But have done
many things over the years and Social Security Administration is
as close I ever gotten.
