It should be brought back everywhere! Mexican criminals come over to the U. S., commit murder, and then high-tail it back to Mexico to evade the death penalty. Mexico won't extradite such criminals (allegedly for humanitarian concerns).
I don't mean to pick on just Mexico; it's just that those cases are reported more often. There was a very famous case involving a famous hippy and so-called peace activist who murdered his girl friend, stuffed her in a trunk, and ran off to France, where he lived for many years before he was arrested and kept in a French jail, but should have been executed.
It seems to me that the U. S. A. should make a condition for free trade that if a country wants trade ties with the U. S. then it has to extradite people who are murderers before they entered that other country. (In the case of murder, one should be under the law and jurisdiction of the country in which one broke laws and violated another's human rights.)

The Death Penalty should be a universal law for such crimes as murder and other heinous crimes as presently identified in Texas law. We're strong believers in the Death Penalty. God Bless you.

Yes, however it is unlikely it will be. Without private ownership of firearms it could be dangerous however, as the government could just exterminate dissidents.
