Is it possible to have a Server 2003 Domain Controller replicate to a Server 2000 Domain Controller? Or will the 2000 have to be upgraded to 2003?

Yes a server 2003 and a server 2000 Domain Controller can work together with out any issues. Not only can they both be Domain Controllers, but they also both can be Global Catalog Servers. Depending on the size of your network, you may want to make them both Global Catalog servers for redundancy.

So long as it's not Small Business Server you can operate 2K and 2K3 DC's in the same domain.

as long as the domain and forest functional levels aren't upgraded to Windows2003, and neither is a SBS edition, you'll be fine.
