real relations are only by blood,
your 'Aunt' married INTO your family.
your Aunts sister is no relation to you other than by marriage,
and your aunts, sisters daughter is absolutely no realtion to oyu whatsoever, its too far removed, there are no blood ties and your uncle could have married absolutely anyone, making them your Aunt, so all in all, whatever the reason for asking, you have no worries, cousin? NO

Not a blood relation. But you have a relationship which is close enough to call her a relative of your family.

by blood there is no relation. by marriage, this is your aunt-in-laws neice. so if you want to get techinial, that would make the neice a cousin-in-law.
