For the past I would have to say that there would be a tie between these four guys: Hank Williams, Merle Haggard, Waylon Jennings, and Johnny Cash. The present the only man that seems to stick to his roots, Alan Jackson.

First off, I'm appalled that someone answered Shania Twain. I hope that was a joke. The best country singer is George Jones. He is the quintessential country singer. Johnny Cash was a great storyteller and performer, but for a true country voice it is George Jones.

Dolly Parton. Writes the vast majority of her own music, 9 musical instruments at hand when playing live (great show which lasts up to 2 hours) and willing to see the ironic self image. Makes profit in Dollywood from fan base and she deserves every bit as she is a fantastic business woman.
