If your talking about typical driving skills the respondents who answered gave you excellent advice. Especially the L.A. @ 5PM, although the same can now be said for Phoenix as well. However if your interested in the advanced driving skills alluded to by other respondents with respect to snow, ice or crash avoidance, where your vehicle can get sideways or even spin on the roadway, you need to go to a special driving school like Skip Barber, Bob Bondurant etc. I went to one years ago where the instructor was Jackie Stewart, an ex-professional formula 1 driver from Europe. I am a firm believer that all traffic accidents could be avoided if all drivers were properly trained and all concentrated on driving while behind the wheel.

One of the best ways is to drive your car in an empty parking lot after bad weather (snow or heavy rain). You can safely learn what limitations your car has with braking, traction and steering under all conditions. You will also learn that every car reacts differently to emergency maneuvers.

I agree with the empty parking lot. I have spent countless hours playing in a huge, empty parking lot. It is better if it's wet or there's snow on the ground. Just watch out for the light poles!
