Here's the situation.
These people have a few, well fed dogs. They look very healthy. But they have no shelter, just a fenced area. It gets VERY hot here and they are out in sun all day. When it rains, they are also left outside. They have water, but it is muddy.
Should we report?

Yes. They are supposed to have a shelter. No shelter qualifies as neglect. Additionally, the owners may need to be more aware of the water quality. Often it is a problem of owners lacking in awareness. A visit from the ASPCA should clear it up--usually they will tell the owners to make changes and then check back.

Neglect is reportable to either the police, ASPCA or the Humane Society. But make sure they are being neglected before doing so so that there are not any repercussions. If they look well kept other than shelter maybe you and your family could do neighborhood project by bulding the dog a shelter. "Do unto others as you would have done unto you." If you have children maybe if they have an old tent that isn't being used anymore you could donate it to them as a friendly gesture. Approach them gently, some people can be very defensive. By knowing that neglect is going on one can be just as guilty for turning the other way and not reporting. Use good judgement and all should turn out well. Good luck.

Before I reported them I would talk to my neighbors after finding the law requirements for your area. Sometimes people don't know how to take care of their animals and they just need someone to point out what they see. Where I live food, shelter and rabies vaccines are the only requirement. I work at the SPCA and this is the reason I am asking you to talk to the neighbors first. Sometimes calling law enforcement creates feuds that could be have been avoided by simply talking it out. If that doesn't work then I would call in the reinforcements. Document what you see daily and also document every conversation that you have with them. Take pictures of the animals and the water that is muddy. Sometimes law enforcers need help to prosecute an animal neglect case and your evidence may be what causes the conviction. I think that you should report it. It's not hard for the owners to provide a little shelter from the sun and rain. Call the local animal shelter for assistance on where to report them.

The ASPCA's Humane Law Enforcement department provides a listing of humane law enforcement departments, animal control agencies, rescue groups and shelters from across the United States. These local groups may not investigate cruelty in your area but should be able to supply you with more information.

yes u should and do it quick. if they have no shelter then it can be dangerous for them. Do they have shade? if they have a place to crawl into or under for shade then chances are that you wont be taken seriously. call your local ASPCA or what ever group is in your area. the owneers will be given a chance to clean it up and then the ASPCA will come back to check on them. If they dont have it cleaned up the second time, then the animals will be taken in custody, vet checked, worked with and then adopted out. hope this helps.

Actually it is depending on the severity of neglect. One you can do is ask a lawyer or check the animal rights law specific to your area. The abuse is most likely reportable if it leads in some way to endangering the animal's health or life e.g. severely starving or beating the animal.

HELL YES... just like children who are abused and neglected animals who are suffer needlessly because no one says anything. Most are found dead already because no one said anything when it could have been avoided.
Not only will the animals find better homes and be treated better, the asshole who abused them will face charges.
But even if it is a mild case of abuse or just plain stupidity... the ASPCA will determine what to do , even if it just a warning.

I wouldn't call it neglect, they're just uneducated about taking care of their dogs. If they are well fed, then they are doing all that they know to take care of them. My dog stays outside in the heat, but he has his own kiddie pool to play in and a dog house to take shelter in. Talk to them or tell the local animal rescue.

Yes, that is abuse/neglect and it is against the law. It is the legal responsibility of the owner to provide proper shelter.
