As everyone has said, it's Elizabeth Regina, latin for Queen Elizabeth.

It's also on all post boxes that have been installed since 1952. Pre '52 post boxes have GR, for George Rex, written on them. When (if) Charley boy becomes king, he will take George as his king name*, so GR will again appear on uniforms, postboxes, etc.

*Apparently he thinks that King Charles is a name associated with revolotion and beheading, which is why he isn't going for it. I, however, think of mistresses and spaniels when I think of King Charles.
