The United States of America. We are the youngest nation and yet we think we have the right to tell all these other nations that they don't know what they are doing right or wrong. We tell others to look at their past as to not make the same mistakes in the future but then we don't look at their past and we are making some of the same mistakes they have made. We want people from other countries to speak English when they step on our soil, but we won't return the gesture.

In my opinion, it is hard to really say, because the government of a country defines what you are asking, not necessarily the people. For instance, in the US, the Bush administration was elected by approximately only half of the American people (give or take) both times, and currently Bush's opinion polls are in the low 30's, I think, so if you think America is arrogant, please don't label all of us, it is really no more than half that support what is going on in the world, likely much less than half right now.
Anyways, to be different, I will say "China". The Chinese government is very unforgiving of different ways of thinking, and fringe groups get run over (sometimes literally with tanks). They don't like the Taiwanese government, and don't hide that fact, and culturally, they restrict things like internet access, thus promoting their own set of standards, and forcing foreign nationals to conform to their way of living.
Other similar countries I would say are Cuba and Venezuela.

North Korea is the most arrogant while the meekest is Israel. When Israel was created in 1948 by virtue of UN resolution voted by 56 countries (33 for; 10 against; and 13 abstained) six Arab countries immediately waged war against this fledgeling country. And ever since, Israel always has to repel these kinds of attack. Sometimes they lose but most often they win and immediately occupy these conquered areas. But always, UN steps in and orders Israel to return these lands to the vanquished country for the sake of peace. And for the sake of peace, Israel always complies, but alas, whenever they pull out from these occupied areas, terrorist groups like Hezbollah and Hamas take over and use these areas as "homebase" in raiding and bombing Israel.

South Korea and Iran. They are puppies compared to other superpowers and yet they threaten Global domination via their Nuclear weapons that seem to not work. To all of you that say US: you are wrong. The United States is always walking on eggshells to come across as humble. We give more aid than all other countries on earth combined; we make our soldiers don civilian clothes in certain ports; we allow mass immigration; we promote arms reduction deals(SALT, STAR, etc.); we allow Muslims to worship in the streets of Detroit. I don't care that you hate the US enough to put it as the answer to this because you will never amount to anything in life; but, don't answer with an answer that you can't support with facts.
