Because most hardcore Resident Evil fans and people that have beaten all of the RE games are very intensive about the game. In Resident Evil 3, there was a directors message that could be watched ONCE after you beat the game EIGHT times. This is how seriously Resident Evil fans take their game.
If Capcom didn't seperate Resident Evil 4 from other shooter games allowing cheats to be enabled instead of fair unlockables, then Capcom would of lost a lot of their fan base.

Why don't you figure them out and publish them yourself?
