It makes for a great running gag as part of the Road Runner formula.
Just remember two things"
1. ANYTHING is possible in an animated cartoon. and
2. No real coyotes were hurt in the making of the cartoons.

He gets a very good discount on all of the acme products (buy ten things and your next pair of rocket-powered skates are on the house)

It might have been the only catalog he had out there, and he owed them money, so he couldn't get credit anywhere else.
Most of the products worked, just not the way Wiley wanted them to work.
Many of them were jerry-rigged by the coyote, so he wasn't using them in the approved way.

Easy. He had a long term contract with them and would have been penalized if he switched prematurely to any other company. Similar to how we are stuck with our horrible cell-phone companies. He also got a great deal because he bought the items whole-sale.

This isn't my own thought, I read it in another answer.
ACME= All Coyotes Must Employ. Union rules prohibit him from using any other products.

Instead of wasting all that money on weapons to kill the roadrunner, why didn't he just buy dinner?

The same reason that Cleveland fans keep rooting for the browns, who will never win a championship.
