Well, it is and isn't. After you run over them, back up over them. It obviates the initial run-over. However if you just "wing" them, the best thing to do is keep driving. If any body asks, just tell them you thought it was a dog. So just sit back and have another bubbly. And don't forget, your driver is the one going to jail. Not you. Drivers are cheap.

poor people sometimes have objects about their personage which can damage the underside of a car in such a way that it becomes inoperable. the law was passed due to a great many complaints of stopped cars blocking the street.

Took my friend three months to get parts to repair his 2005 after damage from hurricane Wilma. I would recommend taking good care of the car, besides if you hit someone they could be driving your car after they sue the "crepes" out of you.
