Tony is no different than George - he does exactly what he is told to do. These two are just the front men for a more powerful group of powerful groups aka the committee of 300 and the down lines.
The upcoming war will be based on the ideologies of control, power, and wealth of each combatant to dominate the global supply of everything and nobody intends to stop anybody from anything.
