hyperterminal and dial your own number if you are using phone line.
If not then you will have to write a simple client server console application and send it to your loop back address.

Question is not clear. Are you trying to text message another computer? Then use a program like Yahoo Messemger or Instant Messenging.
Are you trying to text message a cell phone? Check the web site of the carrier (Nextel, Verizon, etc) and usually they will have an aplication on the site where you can sent out a text message using the person phone number. I have NOT seen a way for them to reply. But if they have email on their phone, they can reply with an email.
If one of those is not what you mean, please give more detail.
