My husband hates when I use the bar of soap right after him. But isn't soap clean? I mean, if he puts germs on it, do I get the germs when I use the soap?

That is ridiculous! Soap has been used for centuries as a way to clean.
Definition: Soap is a cleansing agent made from the interaction of fats and oils with alkali.
The alkali kills germs and removes dirt.
Get him to a psychiatrist!

Sure, soap can be dirty. Only anti-bacterial soap will activly kill bacteria and such. Even then, there can still be dirt on the soap bar!

Soap works by helping to break the bonds of dirt and bacteria, so then washing it all away with water and rubbing your hands becomes much easier. Most cleaning is caused by the friction of rubbing your hands, the soap just helps.

He hates it when you use the soap AFTER him? Sounds very strange. Maybe he needs his own soap bar to be comfortable.
