Depends on what your idea of cheating is.

If it's in sport then deliberately doing something against the rules to give your team an advantage.

In a relationship then doing something that you and your partner have agreed is something that should only happen between the two of you.

Anyone doing something outside of the bonds of their relationship that they know their partner would not agree with. Whether it be an online relationship, an emotional affair, or a physical affair. If your doing something that you cannot tell your significant other about, it's probably some form of cheating.

In relationships? Someone who does something (anything) that they would not want their significant others to find out about (that's not a surprise for later). In life...people who take immoral short cuts to make life easier for themselves at the cost of others. In a game...people who break the rules.

I would say someone who uses foul means to outperform others. Either by ignoring rules, bending rules, or affecting the performance of others.
