why cant they build a subway system in MIami?

I'm not sure, but I'd think it may be there's no place to put it and there's no need for one. Either that, or Miami's proximity to the ocean would cause the subway system to be flooded.

If you dig down 6 - 15 feet you hit water.

Because anything under 3 feet is below sea level, and it's all sand, without stone.
