well first of all Vancouver is in a rain forest so it can and does rain much of the winter...temperatures range from about 3 degrees to 15 degrees....what's that in the US ..about 37-60 degreees farenheit??

Highs in the teens, and lows in the single digits. That's Celsius. It rains quite a bit. Occasionally there is snow but it doesn't last long

The nice thing about rain is .. you don't have to shovel it.
And it makes everything so green ... year round!!

Other than that, I can't add to what the others have said.

Vancouver has moderate temps year round.
