What do you want to do with them? If you want to repaint, then you should sand them first. Then prime them.

If the cupboards are made of wood and you want the wood to show, I would recommend Circa 1950 paint stripper, it is really strong, wear really thick gloves and cover everything else that is close that you do not want stripped. Apply it with a paint brush thickly, then scrape off slowly and repeat if necessary. Do not use the non-toxic stripper, it doesn't work. Then sand and apply at least 2 coats of varnish. You will like the results. If you want to re-paint them, simply sand using a sander or sand paper and repaint and yes you can use latex.

Sounds like you have a mess on your hands. You may be able to sand them down to the bare wood, but that's a lot of work. I suggest sanding till you get a smooth surface then refacing using veneer. You can buy veneer with the adhesive already applied on line. Just enter "refacing supplies"in your search engine. It's not too difficult, but it does take time

you can have them stripped to the natural wood or sand what you can and go over them with a color or colors you would like. make sure if you do it you know what your doing. its not easy ive done this for 25+yrs. wear mask and gloves and no it all wont come off the first time you strip it. goodluck kat

If the paint is peeling, you need to remove as much of the latex as you can. if it is not peeling, don't worry about it, it will be fine.
