property is not occupied. Trying to find out who owns it, Bank, HUD etc.

I found an answer online:
According to this website it is owned by the city of Philadelphia.

The best way to find something like this out is to go down to the tax assessor's office. Even if unoccupied and looking abandoned, someone pays property taxes on it, so that's the place to locate the owner. Many assessor's offices in larger communities have public access computers that you can sit at and enter an address, then the screen shows you the owner. It will reference the address you plug in plus the "billing" address, which is where the property bills are sent. This is where you'll find access to the owner. Sometimes theres a posted phone number too.

For current ownership information I suggest you contact the Tax Assessor/Collector's office in the county where the property is located. The property ownership records are public information and many can be found on-line through the county's web site.
