To ChrisM, The only boobs that are a threat are boobs like 43 and Pobept.
To Pobept and Zombie, government has the responsibility to protect the safety of workers be they public or private. If employers are criminally negligent they are guilty of a crime. It's up to government (the Courts) to prosecute these criminals and (the legislature) pass the laws to provide for public safety. The Constitution was passed in part to establish justice and promote the general welfare. Coal mining is part of interstate commerce. Section 2 of the Constitution clearly gives Congress the authority to regulate interstate commerce.
