Q1. No. But if I am Monica, I will do what Camilla Parker Bowles did to Prince Charles: marry him sooner or later.
Q2. Yes, because Clinton does not want to waste other people's money over petty bohoo of the terrorists. he does not care about the world. Bush is not a sissy either that's why he 'declared war' with Iraq and Afghanistan. However, Bush was overcome by his fear of the terrorists.
Q3. Uh... Blair??? I personally wish he has his own brain and not just follow Bush around.
