Smegma is a combination of dead skin cells, oils and moisture that makes a slightly pasty white substance that can accumulate in the genitals of both sexes.

Edit: Just a quick note about NerdyHermione's idea that it's carcinogenic - it's pretty clear that it's not. Some people worried about that, like, 50 years ago, but it's been put to rest. It was a silly thing to be worried about to begin with, considering what it is. It'd be like worrying about nose boogers being carcinogenic - it's all stuff that came from you to begin with.

FYI- In its fresh state, smegma is a wholesome and functional lubricant. But, if allowed to accumulate in the foreskin cavity, it becomes changed into an unpleasant, unhealthy, and bad-smelling substance
