Once you defeat the Elite Four, you should be able to trade with FireRed and LeafGreen--trading for Pokemon from those versions should get you the NationalDex. Also, if you complete the Hoenn Pokedex (200), the Prof should call you on the PokeNav and ask you to visit. If you do, he should upgrade you to the NationalDex.
