What you do is your life out the rest of your life missing opportunities because you don't have what it takes to do anything about your feelings.
You might want to reconsider your approach to life, or else you are going to live out your days in a meager way.

If this guy is shy to ask you out, I think you should pay attention not to embarrass him our of your way and then regret loosing everything.
I would opt for a simple pathway. Check out any cultural activities or parties in your home town and get an excuse that you have 2 tickets and would like to share one with him.
If you do not like this one, then may opt to ask him to come along with you for an errand or give you a lift somewhere. Once out together, stop for a drink or a coffee and extend your friendship this way. He will soon understand what you really want from him.

ive noticed shy people in general realy apreciate compliments so say why you like him and see how he responds, you have nothing to lose by writing a nice note
