If People Can Get Along In Public Society, Why Can't Our Governments Get Along Globally?

In Society, people want to get along in a peaceful manner and are neighborly and kind, but that reality seems to change on the government level ... why has war trumped being diplomatic and neighborly?

Because certain societies DON'T get along in a peaceful manner and aren't neighborly and kind to all peoples. That is due to a major fundamental difference in ideas between societies. Just because the people of a society function well together does not mean that those same people will function well with others from a differing society.
