My fiancee and I flare our nostrils really wide, then we put our nose in the other ones' face, and yell "BOOGER CHECK!" Okay, it's not normal... but it's what we do.
I say just tell 'em... be honest... yeah, they'll be a little embarrassed, but it's all in fun and they do need to find out.
Some people who aren't bold enough to do that might choose to touch their nose gently as a signal to the other person. Sometimes the other person will get the hint sometimes they will not.

you first have to realize you are doing them and favor and remember that you would want someone to inform you.. imagine if you were getting ready to walk into another room where the man of your dreams was.. and you had a friend quickly stop you and tell you of you booger that is protruding out of your nose... you would simply say"thanks" and be grateful you had a friend to tell you before you were embarrassed when the hotty says "um excuse me but you have a nasty booger hanging out of your nose" as he was walking away.

You know, I heard there's some kind of disease going around where you get this orange stuff in your nose. I heard you need to wipe your nose frequently.

Tell them that they might want to wipe their nose and give them a tissue at the same time.

Just hand them a tissue. Don't make a gesture and don't tell them. If they ask why you are giving them a tissue...just tell them they have something on their nose and you aren't sure what it is.

Do it in a way that is not embarassing! Just point out to them in private perhaps, that they need to whip their nose. It happens to the best of us.....

Just tell them that they want to go to the bathroom and have a look in the mirror..that they have something on their nose.Pretty simple.
