What is "No announced plans" most likely to mean?

If you are planning an event , and you have not announced them to fri ends or relatives then I would think you would be the only one who knows, and therefore to eveyone else no announcement of the plans means there are no plans. On the other hand if it is known that there are existing plans in the works by you, and friends, and relatives then it would seem that an announcement would be imminent.

Usually it means "we aren't announcing anything." That could mean there are plans that haven't been cleared for telling the public yet, or it could mean there aren't any plans whatsoever.

Not necessarily.There may not be any plan at all, so there is nothing to announce.
