That really depends on the way that the word or words are being used. Redneck as one whole word usually refers to a person or persons of the south who has little or no education. When it is separated into two individual words- red neck can mean a sunburned neck or a neck that is red in color.
If I were you I would check it out in www.urbandictionary.com it is a website that has people define words and since redneck isn't in the real dictionary it might help.
