I applied for the job I have now through Monster, but there are also free lance sites out there if you don't want a full time job.

I don't know about "winning" money but I make money doing it. If you don't have one already, make a web site for yourself. If you have a portfolio put it up there. Direct people to the site and get some jobs. Or register in a bid room like stated before. I don't personally do that but I freelance on the side.
There are contests but most of them are just for merit so you can say that you won them and put it on your resume.
Depending on where you are from, you can start a personal business or just freelance like I do.

apply for a job on the following companies,
Yahoo jobs, career builders, Monster all these companies allow u to put your resume on line and employers look in these web site for new employees. check the following links for these websites. Hope this help!

Sign up for contests. You can earn money by creating web-sites for clients. As for finding clients, that is upto you.

you could win money by doing real projects, and if you are looking at doing that from your home by using those skills you mentioned, then you could go register yourself at www.rentacoder.com and bid for real projects online and get it done and earn the pay. Its the simplest i have found.
