where they are from, people love to talk about themselves, and if you encourage them, they will probably feel more comfortable. also music is a good topic too.

but people you would LIKE to be friends with?

start everything off with a compliment.
like.."i love your shoes. where'd ya get them?"
it'll make them feel good so they'll probably return the favor...and you can get a conversation started. but idk your situation...so that's all i got for ya :D peaceâ¥
