Brown shades really make the blue look brighter. If you're daring, you can use a little blue shimmery liner or a light blue frosty color.
It also depends on what color your skin and hair are of course. If you are a yellowish tinted person (a "Spring" in color seasons), then pink looks awful on you. You should stick with warm browns. If you are a pinkish person (a Summer), then cool toned pinks and taupe are good. If you are a winter (bluish undertones), then you likely have dark hair and black with a hint of frosty whitish blue can look hot. Figure out what season you are...there are books dedicated to this. Sounds hokey, but it helps you pick make up and clothes that are flattering. Bottom line is there is a right shade of most every color for you...just gotta know which shade.

Brows: Touch up if necessary. Fill in bare spots with shadow or pencil. Be sure to brush brows to soften color.

Highlighter: Apply a Sand colored highligher beneath the brow.

Lid Shadow: Brush pale yellow onto the lid, up to the crease.Top the yellow with pink.

Crease: Using a brush, work a little neutral brown shadow into the crease area and blend well so that edges are softened.

Liner: Periwinkle Blue liner smudged into lashes (Pencils are the easiest to use, but shadows can be used as well.)

* Caribbean Blue Eyes *

Brows: Touch up if necessary. Fill in bare spots with shadow or pencil. Be sure to brush brows to soften color.

Highlighter: Optional, but for blue eyes you might want to choose a pale pink pearl.

Lid Shadow: Brush pale pearl gray onto the inner corner of the lid,with a darker shades of pearl gray on the outer edge of eye. This will make the eyes appear wider. Do the reverse if your eyes are too far apart. Add just a pinch of sea blue shadow at the corners.

Crease: Using a brush, work a little of the darker gray shadow into the crease area and blend well so that edges are softened.

Liner: Black liner on top lid finishing off with a little blue which will be smudged into bottom lashes. Black liner below the blue on bottom lid.

Mascara: Black

If you want your eyes to look blue-r I would try brown. The almay make up that is supposed to enhance blue eyes has brown eye liner, and shades of blue and brown eye shadow.

Try a virtual makeover @ http://www.marykay.com/realius/whatsnew/virtualmakeover/default.aspx?tab=whatsnew
You can choose the model that looks like you and try different colors.
In general, blue eyes should lean toward the browns.

colors that clash ur blue eyes like orange or yellow or red/ hot pink would bring out the blueness and colors that sorta match like purple, blue, green would make them seem darker. Neutral colors like white, black and grey will make them seem brighter
