Brown shades really make the blue look brighter. If you're daring, you can use a little blue shimmery liner or a light blue frosty color.
It also depends on what color your skin and hair are of course. If you are a yellowish tinted person (a "Spring" in color seasons), then pink looks awful on you. You should stick with warm browns. If you are a pinkish person (a Summer), then cool toned pinks and taupe are good. If you are a winter (bluish undertones), then you likely have dark hair and black with a hint of frosty whitish blue can look hot. Figure out what season you are...there are books dedicated to this.
