For residential accounts you must resort to the old fashion way of going out on foot and dropping off personal flyers, etc. I would recomment no hard sell or oversell techniques, and to accept the fact that only a small percentage of people will call back and provide a business opportunity for you. But with those small numbers, if you provide good service, word of mouth brings more customers. This is something that one must expect to develop over time, beginning with a reputation that is attractive to your customer base. I think it's a good idea. The job itself is healthy for you and I admire those who do that. It's the kind of work that give you plenty of opportunity for providing little, unexpensive extras in service, especially for the elderly or disabled.

Branding and signage. Waiting for a yellow page ad is going to take too long. Also try getting involved in some of the Chamber groups as well as BNI or community focus groups. Drop off information to churches and other businesses that allow you to put information in their store or location. Work on getting a web page together and also list lawn services in your local paper.

If its for private accounts - I suggest you advertise - flyers, brochures, post it notes, posters. If its a government account - hmmmmmmm, I think you need to get a license and a special gov't permit plus you need to bid for any requirements.
