Well there is a certain muscle exercise that you can do (although I have never tried it, I'm blessed) by pressing the palms of your hands together where the fingers on your right hand point to the left and fingers on your left hand point to the right and then press your palms down together. Repear this several times. If you look in the mirror you'll see the muscles in that area actually tightening up, hence the old saying when young girls used to do this a long time ago: "I must ,I must increase my bust."

Victoria Secret has a water bra with silicon inserts. You can buy it online. You can also buy a smaller bra. That will make them look bigger as they are pushed up more. I often use this technique.
