Weight or volume doesn't matter. Its standard to use three equal ammounts of sand per ammount of concrete mix. Example: 1 shovel full of concrete, 3 shovels full of sand. The ammount of water is determined by the thickness of the mix desired.

its by volume. empty paint tin, bucket, shovels. the measure isn't relevant; as long as you get the proportions correct. Add water to get the correct consistency. If its mortar for laying bricks add a spot of soap powder or washing up liquid, this will make it more plyable.
