some toolbars are actually spyware, some come with uninstallers ,some dont, companys realised years ago that they could catch you out with toolbars and the offer of free software, but at a cost, some of the companys, such as spyaxe, become bust and some of the software is even harder then to uninstall as their is no on-line support
obviously the first call would be add/remove programs, and hopefully there will be a uninstaller there, but if not then try the start menu, theres a good chance it may be there
if there is no sign of a uninstaller, then you cantry to disable it from internet explorer by right click toolbar and untick the named toolbar, then go into localdisk>programs>then find a entry for the named toolbar and in that folder there may be a uninstaller ,it may be named "unist"or "uni"if not then a simple delete of the whole folder will have to do
then you should run a spyware scan such as spy-bot,,avalible from http://www.safer-networking.org/ or ewido avalible from http://www.ewido.net/en/,....run these 2 programs and this will clean any spyware the toolbar would have planted on your computer, you can install both these programs as there will be no conflicts
once you have done this the toolbar should be gone for good, advice the only 2 toolbars recommended are the yahoo toolbar and the m.s.n toolbar,as they are both safe to use
good luck

delete the file
use a registry program like regseeker
it will allow you to delete it and all files associated with it

while you're pertaining to the yahoo toolbar, in simple terms circulate in to regulate panel>upload/get rid of courses and delete and then do a report seek circulate to start>seek and type the call in, then delete.
