I have a silver car and he had a blue car. He hit me hard enough where there is a dent, but his paint on my car is the biggest problem right now. Any suggestions on how to do this.

Go to the parts store or Wal Mart and buy a tube of GS-27. It will take if right off with some rubbing.

WIPE IT WITH SOME LACQUER THINNER THEN APPLY SOME WAX POOF GONE!

as for some fool below that disagrees with what i say to do in the paint and body industry we do this every day , as long as you do not soak the rag and leave it on the surface you are fine besides all the thinner will do is take the weakest paint off first which would be the blue paint from the dumbass tha hit you not your silver paint so trust an i-car and ase certified tech it will work and work beautifully it will

go down to your local parts store and get some "rubbing compound", turtle wax, or some other name brands.
Usually they come with a buffer, but if it does not; use an old sock, or ripped up t-shirt. Do not use a paper towel.
Do yourself a favor and buy a lite grit, as you don;t want to "sand" off your paint underneith the Blue.

After that, best idea is to wax the area, since the rubbing compound will strip off any protective coatings, like car wax.

DO NOT use the paint thinner as stated above. This will take off some of your car's paint as well.

Check with your insurance co, they may have or recommend a detail shop to go to, and they may foot the bill minus your deductable. Try rubbing damp (not wet!) cloth with some paint thinner or try turtle wax rubbing element.....
