Things have not changed

It should not be an act at all. I don't understand why, out of all the races and ethnicities in the USA, a "certain" group has to have an Act in order to vote.

It means that everyone has a right to vote, regardless of race, religion, level of education...as long as they are a legal citizen and resident of where they are voting, and are of age to vote.
