TEll him to go to TOOLS on his browser. Then go to Internet Options and then click on the ADVANCED tab. Scroll all the way down. There should be an option for "Play sounds in web pages". You need to check that box.

This problem is with his sound configuration, not his network card. Open the software that configures the sound settings and try to find which setting affects internet volume. It is very likely just a slider turned down or a setting muted.

Try this.

Right click on My Computer.
Left click on Properties.
Left click on Hardware.
Left click on Device Manager.
Left click on the + sign in front of Sound, video and game controllers.

Left click on the audio device and right click on Update Driver
then follow the instructions.

Good Luck.
