In the Royal Navy you weren't allowed to whistle on board a ship; no matter how happy you were. (Bad luck concerns). However the chef was the only person always allowed to whistle; because if he was whistling, then he couldn't be eating the crews grub.

Because whistling is a form of making music! And music is art, and art is commonly used to express oneself. So, if someone can't really sing or doesn't want to sing out loud, they might whistle instead. =)
Plus, whistling is a very light form of music, so.. if someone whistled when they're sad it might sound a bit.. too cheerful? So happy-whistling is the way to go =D

Honestly I whistle all the time , Happy or sad. Just a sort of mindless thing that I do

when we are happy we also like to sing and dance but not everyone can sing but most people can whistle (except women)
