Do you mean Vancouver, Canada or Vancouver, WA? If you mean Vancouver, WA, I would much rather live there than Tacoma. You are in a good sized city but Portland, Oregon is right over the bridge and Oregon does not have sales tax so that is a huge bonus! Plus, the traffic is not as bad as in Seattle.
The positives for Tacoma are that you are close to the bay, Mt. Rainer and the hustle and bustle of the Seattle-Tacoma area. As in any other city, there are good neighborhoods and others you would want to avoid. But, if you have road rage, stay away from the traffic. I am usually a pretty calm person and my blood pressure rises each time I must drive rush hour there.
If you are talking about Vancouver, Canada-- beautiful! You can't go wrong.
All the cities have access to water activities, skiing and the amenities of a big city with lots going on and great restaurants. The Pacific Northwest is just beautiful! It has something for everyone.

I have been to Vancouver. It's an okay city. The temperature is usually good in the summer, spring, autumn and winter there is a lot of rain. Winters a mild compared to the rest of Canada and they rarely get snow. It is pretty close to the Rockies so you can go skiing if you like the sport. The people are nice for the most part. Population 600, 000. They have the 2010 Olympics in Vancouver. Real estate is thru the roof.
I don't know muh about Tacoma, but it looks pretty decent.

Vancouver -
Temperate weather throughtout the year. In the summer, temperature range from 20's - 30's. (These last two years are exceptionally hot, at about 35 - 38 degress, but only for a few days).
Past the summer, rain would dominate much of autumn, winter, and spring. Winter weather ranges from -4 (Lowest) to about 8 (Highest). Light to moderate snow.
The population of Vancouver is currently about 660,000. With the suburbs included, this comes to a total of about 2.2 million people. (Compared to LA's 12 million. Hah!).
Vancouver has several very nice suburbs to live in that are second to none in this world (Well, in my opinion anyways). However, the Central Business District of Vancouver may be a little scary for some; the Downtown East Side of Vancouver is dominated by Property crimes. This is due to the drugs and prostitution that are involved in this sector.
That's the summary. For more information, visit this link:
