yes, but that was only to prove identity if the person did not have another form of identification such as a drivers liscence or state id. they still do it today.

I had to due to the fact that I was going to have to travel and they required me to show it and have a copy of it on file, just incase I went to a not so good place and they needed to give the embassy a pic of me! Nice huh?
