Doesn’t seem that California is a completely different country...

It certainly does! There's a lot of cultural diversity across the United States - each state has its own thing. Our nation is a group of semi-independent states rather than a giant conglomerate, after all.

California tends to have more connection to foreign nations than other states. Its culture (through technology, films, fashion, etc) exerts tremendous influence on other countries and is influenced in kind through its greater connections to east Asia and Mexico. High populations of immigrants from China, Japan, Latin America, and other places ensure a multicultural atmosphere that is unusual for the United States (outside of large urban areas).

Many foreigners I've spoken to (especially from France and Japan) speak of California as if it _were_ a separate country, and the United States as if it were three countries (New England, California, and The Rest) rather than a truly united culture.

There are plenty of Californians who would just LOVE for Cali to legally be its own nation.

With California's crazy ideas especially in education that other states feel they need to follow, I think they are in the state of confusion and taking us all with them.

Yes. California's economy (by itself) is considered to be one of the largest in the world. So it's not suprising that we seem to be our own little country sometimes....
