Hispanic means a derived from Spain.
Filipino is a term that originally referred to people who settled in the Philipines, or their ancestors did, and who were of Spanish descent. After independence from Spain the term filipinos generally came to mean the general population of the Philipines.
You are not as crazy as previous answerers implied. Technically, not all people from the Philipines are Hispanic, or of Spanish heritage, but a large portion of filipinos can trace their lineage to Spanish settlers.
As common practice, however, the term hispanic is typically used to refer to the peoples of South and Central America whose heritage can be traced to Spanish settlers, often in combination with the Natives of this region.
I believe that the answer to your question is that filipinos could technically be considered Hispanic, practically speaking they are typically not included when the term is used,

Your question isn't as stupid as some people think it is.

"Hispanic" has two rough definitions.

1) Having to do with Spain
2) the people and culture of Spanish-speaking Latin America

The use of "Hispanic" to mean people was invented in the United States to refer to the Spanish-speaking folk of our hemisphere.

So, though the filipinos were subjected to Spanish colonization and centuries of Spanish culture, they are NOT considered Hispanic by most Americans.

Please check out the usage note of the word from Dictionary.com:

Culturally and linguistically, the filipinos have been refered to as Malay, as they share a similar culture and language to the people of the Malay peninsula. The root culture and language of the area (Malay peninsula, Philippines, Indonesia) is called Austronesian.
