Since her mother is getting her an ipod, you could consider getting her iTunes giftcards, so she would be able to legally download music for it. You could also consider gettin her accessories for it, they have speakers, skins, cases, and almost evrything you could think of for it!

As women little girls are still females who are incredibly hard to please, if you are close to her I'd say maybe take her to the mall and let her choose what she wants, but if she's not that close to you, I would say gift certificate that applies to the whole mall.
If you don't like either of those ideas then get her one of those gifts packets with a bunch of beauty products in them, it will make her feel grown up, and you can find them just about anywhere

Well, you might want to get her a gift certificate to download songs for the Ipod. Some Belly-Botton shirts and cute shorts she might like. Makeup is for sure. Ummm...also a diary might be cool. Don't choose all of these, they are just posiblitys.

if she likes music, Ipod. If she likes make-up get some good branded lip glosses. If all else fails, cash or gift cards.

does it have to be a toy? how bout a nice necklace/earring/bracelet set? or maybe some young make up stuff? i think at that age i really liked reading, crimping or curling my hair, stickers, earrings, etc.. have fun!
