1)min. safety req. as per conventions like solas etc.
US , Japan etc have their own rules on top of that regardin safety etc,
Italy has its own rules on manning for 2 consecutive italian ports...
2)Tax benefits
3)Less surveys, less strictness by administration

Hence owners who dont have problem finding charterer or shippers prefer these countries like bahamas , panama etc

US cruise ships would have to pay taxes if they were registered here. Being registered in a Third World country makes them keep all the profit, looooots of money. That's why they put lots of food and entertaining on the cruises, they still keep lots of money. What most of people don't know is that if they have to sue the company for any damages, they can't file it in the US, they have to do it in the foreing country where the ship is registered.

the answer old boy is taxes and obligations. some countries have high taxes on there ships others require you to hire union employees. some like the usa also require you to hand over your ship to the navy in times of war . a recent example would the Falkland's war the british used oceanliners, ferries and freighters to move troops. these rules put the ships at risk which is bad for business. so you register with panama which has none of these rules and save yourself a lot of grief. hope i was helpful brian.

Money. Cost less to run a ship registered in a different country. No Unions aboard the ships. The employees aboard the Cruise Ships make less (in wages) than minimum wage, wayyyyy less.

Economics. If you have a Liberian registered ship you do not have to have an American crew. Registration, insurance, inspection, and regulations are easier.Taxes are less too.
